The oral care article comprises a solid hydrophobic delivery carrier comprising solid hydrophilic particles comprising a bleaching agent, wherein the solid hydrophilic particles are embedded in the carrier. The concentration of the bleaching agent at a first surface of the solid delivery carrier is greater than the concentration of the bleaching agent at a second surface of the solid delivery carrier and the overall concentration of the bleaching agent is from about 0.1% to about 15% by weight of the article.
