Zusammenfassung:	The purpose of the present invention is to provide: a coating film that can be peeled in a sheet-like state, facilitates removal work, and is unlikely to peel after being used for a long period of time in an underwater structure; and an undercoat layer-forming composition used to form an undercoat layer for such a coating film. The present invention pertains to an undercoat layer-forming composition for forming an undercoat layer of a coating film equipped with such an undercoat layer and an antifouling layer containing a silicone oil and being bonded to said undercoat layer, the composition comprising a base polymer and a tackifying resin.
