Zusammenfassung:	The purpose of the present invention is to provide: a coating film that can be peeled in a sheet-like state, facilitates the operation of removal, and is unlikely to peel even after being used for a long period of time; and an undercoat layer-forming composition used to form an undercoat layer for such a coating film. The present invention pertains to an undercoat layer-forming composition for forming an undercoat layer of a coating film equipped with such an undercoat layer and with an antifouling layer bonded to said undercoat layer, the composition comprising a base polymer and a silicone polymer, wherein at least a part of the silicone polymer is bonded with a polar group-containing substituent group.
