Zusammenfassung:An avoidance position identification unit identifies an interference avoidance position that is a position higher than an object to have a load placed thereon and under which the object to have a load placed thereon is not present. A timing determination unit determines the time to start turning on the basis of the height of the interference avoidance position and the remaining turn angle that is formed by a straight line extending from the pivot center to a work machine and a straight line extending from the pivot center to the interference avoidance position. When the time to start turning has not arrived, an operation signal output unit outputs a work machine operation signal; when the time to start turning has arrived, the operation signal output unit outputs the work machine operation signal and an operation signal to turn a turning body at a turning speed that is faster than when the time to start turning has not arrived.
