A storage unit (140) stores modification setting information (230) setting a modification rule for modifying the execution processing time of a plurality of instruction codes included in a processing unit. A modification unit (115) modifies the execution processing time into a modified processing time in accordance with the modification rule set in the modification setting information (230). Further, the modification unit (115) sums up the modified processing time of each instruction code of the plurality of instruction codes to obtain a total time (240). A simulation execution unit (116) executes a simulation of a target program (210) using the total time (240). A monitoring unit (120) monitors the state of a target model during execution of the simulation.
