Zusammenfassung:	This power saving control device (170) is provided with: an acquisition unit (171) for acquiring a power saving request; and a control unit (172) for determining whether or not to perform power saving control for reducing the power consumption of a load device (150) in response to the power saving request, and for performing power saving control when it has been determined that power saving control is to be performed, wherein, when the load device 150 is consuming power, the control unit (172) determines that power saving control is not to be performed as one of one or more conditions in which power is not flowing from a power system (180) to a facility (110) where the load device (150) is installed.
