Zusammenfassung:	The present invention relates to a catalyst to be used in a process of producing biodegradable polyester resin, to an organic titanium catalyst without any heavy metal components and to a method for producing a polyester resin using the catalyst. Accordingly, the present invention relates to a method for producing a polyester resin that does not use a catalyst harmful to the environment or the human body and that can achieve desirable physical properties. According to the present invention, the use of components harmful to the environment or the human body is prevented in a process of producing resin, thus producing biodegradable resin that can be safely used in the article sensitive to harmful components.
