Zusammenfassung:A method includes determining whether use of an energy management system (EMS) associated with a vehicle traveling in a transportation network is allowed within a region of the transportation network. The EMS obtains a trip plan for the vehicle that designates operational settings of the vehicle as a function of at least one of distance or time along a trip of the vehicle. The method also includes determining whether the EMS is being used by the vehicle when the vehicle is within the region, and sending a message to an off-board location when the EMS is not being used by the vehicle within the region.
