Foundation compositions comprising water repelling silicone elastomer powders

Cosmetic foundation compositions comprising: (a) from about 0.1% to about 85% of a water repelling silicone elastomer powder comprising 100 weight parts of a spherical silicone elastomer particle and 0.5-25 weight parts of polyorganosilsequioxane for coating the spherical silicone elastomer particle; wherein the water repelling silicone elastomer powder does not disperse in, but floats in water; has an average particle size of at least 1µm and has a softness of from about 10 to about 80 measured by Durometer A Hardness; and (b) a suitable carrier, the suitable carrier comprising from about 0.1% to about 99.8% by weight of the composition of a powder component.
