Zusammenfassung: | In order to treat organic chlorine compounds, which are generally hard to decompose, by a method, which poses no problem in terms of processes and is excellent in safety and economy, excess alkali is used to make the treating complete when a PCB containing insulating oil (9) containing organic chlorine compounds such as PCB, and alkali such as caustic soda (2), are caused to react in an aprotic polar solvent such as 1,3-dimethyl-imidazolidinone (1) to undergo dechlorination. Further, excess alkali is made to be dissolved in a lower alcohol such as ethanol (17) and recovered, and the aprotic polar solvent is recovered, whereby a treating step is improved in safety, economy and serviceability, and the oil having been made harmless is reused for fuel oils and the like to make effective use of resources. |
