Zusammenfassung: | This study was undertaken to assess the advisability of establishing an independent board or boards for the appeal of adverse personnel security determinations in the Department of Defense. Current appeal procedures are described and assessed. Alternatives for more independent appeal procedures are presented, including their advantages and disadvantages relative to current procedures. Adoption of component-level appeal boards to recommend to achieve more independent due process. The report also provides specific recommendations for improving the fairness of appeal procedures. |
