Zusammenfassung:A non-traditional Preliminary Hazard Analysis (PHA) technique, based solely on historical mishap data, is presented. The PHA characterizes and presents hazards in a tabular format for easy viewing and understanding. This method focuses management attention on critical issues necessary to lower the vessel risk level. The traditional approach to conducting a PHA is to review vessel designs, conduct crew interviews, inspect the vessel review mishap histories. In an attempt to condense the background investigation aspect of the PHA and take advantage of the Coast Guard's extensive historical mishap information, this PHA was conducted solely using the information contained in the Loss Exposure and Risk Analysis Method (LERAM) Project Database. The LERAM Project database is an enhanced version of the Coast Guard's Mishap Reporting System (MISREPS) database. The LERAM Project database served as the basis for the vessel hazard hierarchy, and the PHA.
