China has a history of shaping the peace-time environment to achieve strategic goals without resorting to military power. Chinas A2/AD structure is one tool to be used in conjunction with other instruments of power to achieve a larger objective. A2/AD is not itself a grand strategy, nor is it even a military strategy.
