Zusammenfassung:Since 1983, France has engaged into the decentralization of its sea ports (with the exception of main ports, said « Grands Ports maritimes »), and the process is not finished if we read the terms of the law of August 7th 2015 on the new territorial organization of the French Republic (law NOTRe). However, the decentralization of sea ports is made under multiple global constraints. This paper suggests identifying them and showing new ways of governance.
