Viejos puentes y nuevos acervos. La relación de México con América Latina y el Caribe durante el sexenio de Vicente Fox

A diferencia de los análisis que ponen el énfasis en los errores y en la falta de dirección de la política exterior de Vicente Fox hacia América Latina y el Caribe, en este ensayo se plantea que sí hubo una dirección a lo largo del sexenio, consistente en reestructurar las relaciones con la región. Para esto se rompió el acervo de la política exterior heredado del régimen saliente en el 2000 y se cerró la "vocación latinoamericanista" que lo había caracterizado durante el siglo XX; también se recurrió a nuevos criterios para definir otro tipo de vocación, en donde influyeron las ideas del Partido Acción Nacional. Este último factor, no considerado suficientemente por los analistas, permite explicar la gestión del sexenio en algunas de sus líneas de acción. /// In contrast to analyses that emphasize the mistakes and lack of direction in Vicente Fox's foreign policy toward Latin America and the Caribbean, this paper claims that a route was indeed followed throughout the administration which consisted in restructuring the relationships with the region. The foreign policy legacy inherited from the outgoing regime in 2000 was thus broken, and the "Latin American vocation" that had characterized the regime throughout the 20th century was closed. New criteria for defining a different kind of vocations were also established where the views of the National Action Party (PAN) were influential. This last factor, that analysts have not pondered enough, helps explaining the Fox administration's running in some of its lines of action.
