Permanent Fundeb and VAAR conditionalities in municipalities in Tocantins

This article aims to discuss the criteria for choosing school principals in eleven municipalities in Tocantins, based on Law nº 14,113, of December 25, 2020, which regulates the Fund for the Maintenance and Development of Basic Education and the Valuation of Education Professionals (Fundeb) which establishes the distribution of the Complementary Value Student Year Result (VAAR) and its conditionalities to public education networks. The investigation was based on the historical-dialectical materialist perspective, with documentary and bibliographical research and revealed that the criteria of merit and performance adopted by the education systems weaken the effectiveness of the principles of democratic management.
