Zusammenfassung:The urgent need to form a system of cyber and information security is primarily caused by the problem of hybrid wars, global pandemics, international and regional economic fluctuations, etc., because it brings a number of threats to governments, businesses, society in general and each citizen in particular. In the context of total digitalization of management, the problem of risks of dissemination and protection of information becomes extremely relevant for public authorities at all levels. That is why the state needs to develop effective mechanisms of public administration in this area, and, above all, mechanisms of cyber and information security. Significant comprehensive consideration by scientists of cybersecurity and information security shows the urgency of this problem, however, the issues of public administration mechanisms in this area and, in this context, training of public administration and management specialists capable of adequately counteracting these threats remain unexplored. The analysis of the legal framework and research made it possible to identify: two key areas for the development of cybersecurity; problematic issues of the legal and organizational mechanism of state management of information and cybersecurity; modern approaches to the formation of policy training and retraining of specialists in the field of IT and public administration and management, etc. It is noted that today there is a need for a more careful approach for providing public authorities with technical equipment, software, training / retraining staff, which would not only be confident users of these programs, but also understand their responsibility for security in this area. In addition, all of the above cybersecurity measures in the area of public administration should be systemic.
