Zusammenfassung: | Background: Governance includes institutions, processes and rules that are responsible for planning, organizing, mobilizing resources and facilities, guiding, implementing decisions and controlling the results, or in other words, managing society in the political, economic, social and cultural fields. A concept that has undergone fundamental changes with the spread of the World Wide Web and new information and communication technologies and is influenced by a space called cyber. Which, because of its impossibility and timelessness, encompasses the world and brings gifts such as a networked society; It has challenged the components of governance, namely authority, monopoly and the realm of power. What guarantees the survival and resilience of governments in these circumstances; the first is to understand modern governance and strive for cyberbullying. Because in this space, traditional governance no longer makes sense, and cyberbullying means a strategy of resistance, flexibility, quick response, and a return to normal with minimal damage. Second, this adaptation depends on the production of relevant content and the creation of the power to understand, analyze and discover the meanings hidden in the messages of others and the correct placement of their messages in the cyber environment, in other words, media literacy. Objective: In this article, the researcher has tried to describe the role of content production and media literacy in modern governance and cyber resilience, while explaining and providing local solutions with a global perspective. Method: In this research, while studying the library with grand theory method and asking experts and media and cyber activists, a conceptual model of the interaction of four elements of content production, media literacy, governance, innovation and cyber-processing has been drawn. Research Findings: Success in producing effective and efficient content and managing the media literacy of the audience will guarantee legitimacy and acceptance in modern governance and cyber-governance. |
