Zusammenfassung:The article considers issues of a detailed study and analysis of staff motivation and enterprise competitiveness. It has been determined that in the globalizing business environment along with highly efficient mechanisms to disseminate information about the way firms compete, labor force is what becomes the most important source of competitive advantage in the market. It has been proven that production depends on the quality of labor force, the level of interest in the management of enterprise, and the forms of its use. Staff management is becoming increasingly important as a factor in increasing the competitiveness of an enterprise. The structural-logical scheme of formation of a system for motivation of the communications operator staff has been proposed for implementing in practice, which is based on the understanding that human resource is the main factor in ensuring the competitive advantages of enterprise that determine the success of the chosen development strategy.
