Zusammenfassung:This article attempts to extend the debate on open innovation and public policies in developing countries. It presents the case of the public policy of Competitiveness, Science, Technology and Innovation CSTI in the department of Valle del Cauca, Colombia, analyzing the dynamics and network structure of the open innovation actors in the policy according to breadth and depth relations using a network methodology. The results showed that the relationship between the actors needs to be expanded from breadth to a depth relation. Consequently, the policy's network in the region holds important implications for the management of open innovation and public policies where heterogeneous actors interact.
