Zusammenfassung:Examined the restructuring of an institution of higher education's teacher preparation program and assessed the possibility for systemic reform from a perspective based on micropolitics. Results from various sources, including 23 interviews, show fundamental differences in the images of the program and reform efforts among five constituencies, supporting the micropolitical assertion that systemic reform is unobtainable.
