Zusammenfassung: | The paper analyses the construction of a population as the target of state assistance because of its status of Colombian armed conflict victim. Our aim is to describe how the development of such an assistance policy produces marginal ways of citizenship. The article states that the forced displacement care policy is based on a depoliticized conception of the forced displacement itself. Such a notion can be observed in the requirements and formalities of the care mechanisms. These mechanisms promote certain practices within the beneficiaries through which a form of subjectivity production is created. The paper concludes that, as a modality of administration of the exception, Colombian public policy on victims’ care has naturalized victim status as a precarious way to Access certain citizenship rights. |
