Zusammenfassung:Special provincial administrations (SPAs) are the local administration bodies, dated back to the late Ottoman era, that are subjected to the continuous re-organization in the historical process. While SPAs' responsibilities and competence areas have tendency to shrink and enlarge periodically, this situation is accompanied by the changes in their importance and nature in the reorganization process. In the past, whether they are the local administrations are discussed and even they were exposed to the critics on their abolishment which was seen as more rational. Nowadays these discussions are still popular in the agenda as well. The purpose of this study is to present the historical progress of reform efforts of SPA and to evaluate the implementation problems and solutions discussed in the regional workshops which are executed by Ministry of Interior, DG of Local Administrations within the scope of Support to Further Implementation of Local Administration Reform in Turkey Project (LAR II). Since the workshops were designed to get knowledge by focusing on the practical problems in the field, the study evaluates practical problems and solutions that the implementers encountered in the field within the scope of relevant current laws. Lastly, the study will assess the repercussions of the Law number 6360 on SPAs and the future of the relations between them and local authorities will be discussed on the axis of Investment Monitoring and Coordination Directorate. The objective of the study is to contribute to the further research and literature and particularly to find solutions to the practical problems regarding SPAs.
