Zusammenfassung:Nationalism and civil rights concepts are among the principles of modernism. Their emergence in Europe has been affected by intellectual backgrounds, social and political changes, and democratic revolutions, especially of the Great French Revolution. An opportunity was provided to present such new legal concepts as that of the civil rights following the modern thought development inQajar Iran. The study of the works of Qajar intellectuals and modernists shows that the nationalist discourse has been a proper context to present the emerging civil rights concept at the time. The present paper aims to investigate the effects of the nationalist thought on civil rights introduction and prevalence in the Qajar era, and sets as its approach the fact that the patriotic discourse came to be an appropriate tool for civil rights introduction and government-nation relationship change as well as stirring patriotic feelings.
