Zusammenfassung:Pliny the Elder described Segobriga as a stipendiary town. Recent publications based on excavations and inscriptions show that the town was a municipality under Latin law from the year 15 BCE. This article seeks to explain the reasons for a contradiction on the basis of the documentation and the methods followed. For the Augustan period there is no indication that the town had secured any status other than that of a place of pilgrimage.
