Zusammenfassung: | The aim of this study is the formation of clusters in terms of autonomy with the identification of their representatives and the formation of the main indicators (options) of development. The article singles out five homogeneous groups in terms of development of autonomy of the higher education system, and analyzes their main characteristics. To study the specific features of each group, representative countries are identified for each of them, including the higher education systems of Norway, Italy, Finland, Poland and France. Based on the analysis of the representatives, the dominants in the development of each autonomy dimension are defined. A comparative analysis of the autonomy of the system of higher education of the representative countries was carried out, which showed that autonomy of the higher education system is a multidimensional phenomenon, and one cannot say that only autonomy can provide advantages in the competitive struggle in the market of educational services. |
