Tabacaru was an ophthalmologist and the chief medic of Cernăuţi while his mother, Eliza Manug Tabacaru had musical studies and was active in the Ciprian Porumbescu (Suceava) and Armonia (Cernăuţi) societies. Ionel Tabacaru had a sole brother, Dimitrie Tabacaru, professor at the George Enescu Conservatoire and director of the Jassy Opera.
