Planificación estratégica y gestión pública por objetivos: caso de estudio Gobierno Autónomo descentralizado municipal del Cantón Penipe – Chimborazo – Ecuador

The present investigation arises from the absence of an effective and efficient methodology that allows to properly manage the Development Plan and Territorial Ordering (PDOT), the Municipal Autonomous Decentralized Government of the canton Penipe (GAD), and the optimization of limited resources, having as consequences a negative perception of the quality of the services provided by the GAD, began with the theoretical foundation and legal basis, as well as the analysis of the PDOT of 2017, for which the Strategic Plan for the optimization of the institutional services is proposed in the Municipal Decentralized Autonomous Government of Penipe canton. The research is correlated with quantitative and qualitative analysis, using a methodology of multivariate statistical analysis of the CHAID decision tree, as well as descriptive research based on empirical facts and describing the variables individually. Information was collected from primary and secondary sources; of the inhabitants of the Penipe canton and their perception of the institutional services through surveys on a Likert scale due to their assertive measurement of attitudes and for the analysis of the data, the SPSS 20 program was used. The results obtained from the investigation determined the non-existence of a standardized and institutionalized GAD methodology that optimizes resources and is elaborated with citizen contributions through the tools established in current legal regulations. Consequently, a proposal of the Strategic Plan was prepared, which already has attributions and responsibilities as well as products and services that serve as measurement indicators with expectation of the implementation of an ISO quality management system. It is concluded that the analysis of the 11 variables contributed to the identification of the institutional services that should be improved through the design of an institutionalized improvement plan for the preparation of the PDOT for 2018.
