Zusammenfassung:The issue of proactivity has been seen as something very simple for some researchers, or very complex for others, since they have various conceptualizations that go in relation to feeling good to do things well, although it sounds trite is based on the ability of the people to develop skills and abilities that promote and guarantee an optimal development of the work entrusted and the achievement of the objectives proposed by the company. The objective of the research was to explore the conditions of proactivity of the secretaries of the public and private institutions of the city of Portoviejo and their contribution to institutional development, for which a quantitative research was applied, with a descriptive - evaluative methodology, with the application of the methods: bibliographic, analytical, statistical, Observation techniques, survey, interview, documentary compilation, statistics, which allowed , first the elaboration of a survey using the Likert scale to a total of 22 secretaries that work in the public institutions of the canton such as: Autonomous Decentralized Government of Portoviejo, Provincial Autonomous Government of Portoviejo, Internal Revenue, Prosecutor's Offices, Technical University of Manabí, Education District, Ministry of Health, Ministry of Agriculture and Fisheries, Portoviejo School and their respective heads for which a probabilistic sample was applied .The results indicate that the proactivity is reflected in the attitude of the secretaries at the time of carrying out their work, especially when it comes to meeting organizational objectives, likewise value in them teamwork and the pursuit of human perfection as much as professional as attitudinal El tema de la proactividad ha sido visto como algo muy simple para algunos investigadores, o muy complejos para otros, por las diversas aristas conceptualizadas que van en relación a sentirse bien para hacer las cosas bien, aunque suene trillado está basado en la capacidad de las personas para desarrollar habilidades y destrezas que promuevan y garanticen un óptimo desarrollo del trabajo encomendado y la consecución de los objetivos propuestos por la empresa.
