Zusammenfassung: | Since the 1990s, several educational reforms have taken place in Brazil and other Latin American countries. These reforms included changes in secondary education and vocational education. Regarding vocational education and secondary education, these recommendations come from international organizations such as the World Bank - Bird and the Inter - American Development Bank - IDB. In addition, they have a political and social character with the project of society that seeks to build in Brazil, combining the neoliberal principles with social democracy. These agencies and local political actors understand vocational education as a strategic element in changing the educational structure. In addition, they pointed to the separation between High School and Professional Education. After the governments of FHC, Lula and Dilma, where we experienced several transformations that occurred after intense debates, with a caneada the illegitimate government of Temer changed the Law of Guidelines and Bases of National Education (LDB) Law n. 9,394 / 1996 with a Provisional Measure (MP 746/2016), without considering all the discussion accumulated in recent years by educators and their representative entities. Nor did he consider the contribution of researchers who were debating the need for changes in High School as a way to confront school dropout and to construct an education that would dialogue with students' reality. The present work aims to make a retrospective of the last changes made in High School from the dictatorial period to the present day, in order to establish a comparison with the recent reform implemented by this illegitimate government and previous reforms. The method is historical materialism, having as bibliographical research data source. The results demonstrate that it is pernicious, the view of the MP, which suggests that it is a waste to form working class youth with a broader training horizon, perhaps because they understand that these young people need simple and quick tools to integrate into the labor market and achieve a low-skilled job. We clearly identify in this measure the risk to the work of the Federal Institutes in the Amazon with the decrease of resources by the Law of the ceiling of the public expense (PEC 55/2016).
