Zusammenfassung: | This article aims at analyzing the institutional design of the Project to Combat Rural Poverty (PCPR) in Minas Gerais. The general objective is to critically examine that design, indicating its implications on the implementation and effectiveness of the project. The article questions that, though participation is a prerequisite for its effectiveness, the quality of participation mechanisms is not taken into account. It also discusses the possibility of incorporating local actors, who can redirect the implementation process according to their interests. This would put an end to the hypothesis that the PCPR induces the creation of democratic institutions in decision-making, but it is unable to induce a new participatory political culture. |
