Apuntes sobre la patrimonialización y popularización de la cultura afroariqueña en Chile contemporáneo

In the context of theemergence of new configurations of what is understood as “afro” in contemporary Chile, both by the Afro-Arican ethnopolitical mobilization and through the appropriation of African-derived cultural practices, this article explores the politics of culture that unfolds in these phenomena, particularly with regard to cultural policies. First, the main cultural policy initiatives regarding Afro-Arican cultural elements are examined and their scope and limitations regarding the claim to recognition articulated by Afro-Arican organizations are discussed. Secondly, the reconstruction of music and dance of the tumbe or tumba carnaval as part of the Afro-Arican political mobilization is described, as well as the recent spread of this practice on both the local and national levels. Thirdly, the “Festival of Tumbe Carnaval”, an initiative that sought to establish an authorized version of this dance, disputed even by some local organizations, is described and analyzed. Finally, the contrast between the limited recognition of Afro-descendant cultural expressions, on the one hand, and the “nationalization from below” underwent by tumbe, on the other hand, which poses new challenges for cultural policy, is discussed En el contexto de la emergencia de nuevas configuraciones de lo “afro” en Chile contemporáneo, mediante la movilización etnopolítica afroariqueña, por un lado, y los procesos de apropiación de prácticas culturales de raíz africana, por otro, el presente artículo indaga en la política de la cultura que se despliega en torno a estos fenómenos, particularmente en relación con las políticas culturales. En primer lugar, se propone un recorrido por las principales iniciativas de política cultural que han abordado elementos culturales afroariqueños, discutiendo sus alcances y limitaciones en relación con la demanda de reconocimiento articulada por las organizaciones afroariqueñas. En segundo lugar, se caracteriza la reconstrucción de la práctica músico-danzaria del tumbe o tumba carnaval en el marco de la movilización afroariqueña, así como la reciente difusión a nivel local y nacional experimentada por esta práctica. En tercer lugar, se describe y analiza el “Festival de Tumbe Carnaval”, una iniciativa que buscaba consolidar una versión autorizada de esta danza, disputada incluso por algunas organizaciones locales.
