Zusammenfassung:The “Agenda desde lo local” program (ADL) called today Municipal Development Agenda (ADM) is a program operated since 2004 by the Secretaria de Gobernacion through its deconcentrated National Institute for Federalism and Municipal Development (INAFED) "whose purpose was to encourage Mexican municipalities to voluntarily join a scheme minimal structuring of municipal management, from a self-diagnosis and subsequent verification by institutions of higher education, allowing internal order to give his administration" (INAFED, 2004) The ADM INAFED linked develops and coordinates with federal entities that in turn by their respective institutions, implement the program. In the case of the State of San Luis Potosi, the program is implemented by the Coordinacion Estatal para el Fortalecimiento Institucional de los Municipios (CEFIM) decentralized administrative body of the state executive branch subdivision to the Secretaria General de Gobierno. This program aims primarily to diagnose the management and performance of municipalities based on indicators with parameters focused primarily measure the coverage and quality of basic services. It is implemented in four stages as follows: 1. Diagnosis 2. Improvement 3. Update 4. Verification of diagnosis and which in turn are made periodically in order that they can be repeated during the period of Municipal Government Administration. This paper aims to provide a context for the work developed in the last stage of the program: verification, where CEFIM INAFED and links with existing Higher Education Institutions (HEIs) in the Bank in order to ensure transparency and impartiality. The IES then integrate verification teams composed of faculty and students who have been trained on the criteria and indicators to be examined. These teams are led by academic staff to whom it is named as holders verifiers (VT) who are responsible for reviewing each of the results of the indicators, clarify the criteria for verification and to integrate, sign for and capture digitally the document output, thereby preventing any changes to the verification results may occur from any institution outside.
