Análisis del proceso de aplicación de un programa de competencia familiar en el ámbito de protección de menores

The S ocio-Educational Training and Research G roup (G IFE S) 2 a t the UIB has ada p ted th e S trengthening Families Program developed by Dr. K. Kumpfer of the University of Utah in order to appl y it to different collectives at risk of problems related to drug consumption and/or social difficulties. This program aims to reduce children’s risk factors and reinforce protection factors, fostering normal par - ent-child relations. S ince 2005, the G IFE S group at the UIB has been implementing different applica- tions of the FP C in collaboration with Proyecto Hombre and social service centres in different munici - palities in the Autonomous Communit y of the Balearic Islands. 2009 was the y ear in which the program was applied for the first time with families who are under the tutelage of the Balearic G overnment’s G eneral Directorate for Minors. This paper analyses th e process o f this experimental application. The characteristics o f the intervention setting re f lect the par - ticipating f amilies’ needs. The types o f f amilies, their dys f unctional f amily situations and o f ten negligen t educational st y le are aspects that j oin situations of functional illiterac y and other unmet basic needs ( pensions, salaries and/or housing ) . In turn, the coordination needed among the program’s profession - als and each family’s referring technicians obliges us to study more effective coordination formulas tha t adapt to the organisational characteristics o f the Department o f Minors itsel f and to the progra m requirements to achieve the f oreseen outcomes and objectives. Nevertheless, di ff erent aspects o f the program and the process of its implementation that reinforced and maintained the participation of th e families and functional changes that have taken place within them can be highlighted.
