Conflicte, pau i democràcia en l'àmbit local: una proposta d'anàlisi comparativa

En els darrers anys hem vist com han sorgit en l’àmbit local diversos conflictes entorn a l’ús i la gestió del territori. Què tenen en comú i amb què es diferencien els conflictes d’arrel i temàtica diferent? Com són les respostes institucionals a aquests conflictes locals? I finalment, quins serien els instruments més adequats per vehicular els conflictes en un àmbit de diàleg entre les diferents parts? La recerca que aquí plantegem té com a objectiu mirar cap a aquests conflictes locals de realitats administratives diferents per bé que sota una mateixa estructura jurídica estatal - Catalunya i el País Basc. En aquesta investigació volem, des d’una perspectiva de construcció de pau en un sentit ampli del terme, observar com s’han desenvolupat aquests conflictes, quines respostes han tingut i com s’han gestionat des d’aquesta òptica de la que partim. La hipòtesi principal descansa en que una inversió metodològica en participació ciutadana – en clau preventiva, és a dir potenciant els mecanismes orgànics i relacionals- repercutirà en una resolució democràtica dels conflictes. L’objectiu final és presentar un receptari de propostes que ajudin a convertir futurs conflictes en oportunitats per l’aprofundiment de la democràcia en clau local. In recent years we have seen have appeared various local conflicts around the use and management of the land. What they have in common and how they differ? How are institutional responses to these local conflicts? And finally, what would be the most appropriate instruments to convey the scope of conflict in a dialogue between the various parties? The research we propose here is to look at these local conflicts in different administrative realities though under the same legal structure state - Catalonia and the Basque Country. In this research we want, from a perspective of peace building in the broadest sense of the term, see how these conflicts have developed, how and what answers have been managed from the perspective of that part. The main hypothesis rests on a methodological investment in citizen participation - the key preventive mechanisms is promoting organic and relational-affect a democratic resolution of conflicts. The ultimate goal is to present a recipe for future proposals to help turn conflict into opportunities for deepening democracy in the local area.
