Zusammenfassung: | Nowadays green infrastructures are very important components of the cities. These
mechanisms have the main objective of providing ecosystem services and protecting
biodiversity, as well as the improvement of people's quality of life. In this way, many urban
policies promote these infrastructures. But it is true that these greening and urbanization
strategies entail serious risks because they promote inequality among social groups rather
than ensure social cohesion and inclusion. This is why the adequate planning of such
infrastructures and public spaces becomes vital in the life of cities.
In this paper we intended to analyze the social impacts and conflicts generated by the planning
and management of urban green infrastructure, specifically attending to the case of the city of
Vitoria-Gasteiz. From three conflicts in three districts of the city (Errekaleor, Zabalgana and
Casco Viejo), lessons have been learned from the cases treated, in order to launch proposals
for future action and to minimize conflicts. Taking into account that each neighborhood
analyzed has its particularities, it is very important to state which the different methods of
management were. The work consists of three phases: (1) Initial, static city analysis; (2)
quantitative analysis with GIS, for analyzing the evolution of the indicators in each
neighborhood s and (3) case study, to clarify the three conflicts closely and to propose
solutions.
The results show that although Vitoria-Gasteiz is a city based in an urban green model, urban
conflicts continue to exist when the population sees its quality of life threatened. In this case,
the right to housing, the right to the public space and the gentrification of the neighborhood
are key to the rise of new social organizations, who demand their rights and are willing to act
against any threat. These cases constitute three clear examples of how commonly the
overseeing authorities, Vitoria-Gasteiz’s City Hall in this case, do not take into account the
opinions of the neighbors and craft urban planning policies guided by the interests of capital.
