GOVERNMENT (UN)RELIABILITY IN UNCERTAIN TIMES ACCORDING TO CHOSEN SOCIAL GROUPS

The aim of the article is to identify sources of government failure in polish social policy during COVID-19 epidemic and influx of Ukrainian refugees. On the basis of classical theories of government failures, broad review of scientific research and own qualitative research, the authors identified three main forms of government failure during crises: legislative, bureaucratic and allocative. The research conducted proved that following factors determine inefficiency of government actions: rising dynamics of social processes, complexity of contemporary political processes, the gap between public resources and demand for state actions, as well as standardization of public intervention.
