How Russian Governors Are Appointed: Inertia and Radicalism in Central Policy
The author analyzes the evolution in the way regional governors have been appointed under Putin and Medvedev. At first, incumbents willing to demonstrate loyalty were usually left in place, but recently there has been a shift toward a more radical approach.
