Better public services : a window of opportunity

Provides a summary of the Better Public Services Advisory Group report on the Government's programme to reform the state sector to provide high-quality, flexible and cost-effective public services. Applauds two matters of note highlighted and asserts why they are important : Result 4 - reduce the number of assaults on children; and Result 5 - increase the proportion of 18-year-olds with NCEA level 2 or equivalent qualification. Discusses reasons why the report provides a significant window of opportunity for pursuing long-awaited changes to the conduct of public management in New Zealand.
