Domestic & International Sources of Trade Policy: The Case of Agriculture in the European Community & the United States

Agricultural trade policy has long been a source of tension between the European Community and the United States. This article examines the reasons for these differences, exploring explanations that have centered on market forces, on domestic social and political interests and institutions, on the international system, and on the ideas and individuals involved. The author concludes that all of these have been factors in the complex relations between the European Community and the U. S.
