Zusammenfassung:Legal and charitable policy in early-modern Spain regarding the dangerous classes - the vagrants, prostitutes, so-called undeserving poor, Gypsies and other "deviants" - is replicated in the policy of social services in Spain today regarding Gypsies. In the past and now, the dangerous classes and Gypsies have threatened authority, not by organizing rebellions or riots, but by publicly breaking rules and surviving - even thriving. Present-day social service programmes in Spain designed to force the dangerous classes to become ordinary wage laborers. As in the past, so today, such, programmes see Gypsies as underdeveloped. The data show that the contrary is true: that Gypsies have continually managed their lives and work very successfully.
