Zusammenfassung:A new measure for disproportionality, especially for the case of parliament seat allocation, is proposed. After showing some good properties of the measure, we introduce three kinds of variation which work together for detailed investigation on the subject. Its performance is demonstrated by numerical studies using historical data of Japan.
