Basically the book is a collection of papers from those who came to a certain workshop in 1990. The editors hoped to "review salient features of neural net systems and to present the most promising approaches of addressing the issues involved in designing a neural system," a worthy goal for a textbook perhaps but not a goal that is achieved by this book.
