Study on Background and Implementation of Multi-level Replotting in Land Readjustment Law

The land readjustment project (LR) is replotting method from Land to Land. On the other hand, LR have a method of Multi-level Replotting from Land to building floor. The multi-level replotting method was stipulated from the time of LR law in 1954. However, the multi-level replotting was only implemented in 6 districts only to date. This study aims to show the study on background and implementation of multi-level replotting in LR law. As a result, at first, the multi-level replotting was not in a proposal of LR law. The idea of multi-level replotting was proposed three months before submission of bill in haste by HAJIME TANAKA, member of the house of councilors.
