Zusammenfassung:Although the park area of open space in central Tokyo is limited, the number of Privately Owned Public Space (POPS) created by urban development systems is increased. Among them, the Comprehensive Design System is most applied. However, it has been pointed out that there are many cases of providing sidewalk-shaped open spaces in projects with large floor area ratio bonus. In addition, it is important to make public contributions according to neighborhood. The purpose of this study is to clarify the ideal way of public contribution according to the regional characteristics. In particular, we propose a floor area ratio mitigation system that evaluates open space development according to the characteristics of the area. As a result of the analysis, it became clear that the business feasibility of the developer can be secured by setting the business scheme considering the cost burden of each business entity.
