AStudy on the Combination Tendency of projects and Factors of Unachieved Target inCity Center RevitalizationPlans of LocalCities

Thedeclining of city center is problem in local cities recently. The city center revitalizationplans arecarried out from 1998in Japan. Thetargetindicatorshadn`t achievedat manyrevitalization plans.Thepurposeof thisstudyto clarify the combination of projects and the factors of unachieved target in city center revitalization plans. First part is the analysisaboutcharacteristics ofcities, suchas thepopulation andscale of planningarea inlocal cities. Secondpart is the analysis about the projects of the city center revitalization plans by principal component analysis and cluster analysis. Third partis the analysisof interviews for thepublicand private sectors in4cities as case studies. Thepoints of the results are as follows: 1) the city center revitalization plans were classified into four types “Residential environment improvement type”, “City facilities and Traffic improvementtype”, “Culture and Tourismpromotion type” and “Commercialand Residentialimprovementtype”.2)Weclarified the factors whytarget indicators have not achieved in 4 typical cities of types bySWOT analysis.
