Zusammenfassung: | This study clarifies the actual conditions and problems of public contributions and deregulation in the special district for urban regeneration. Among the recent public contributions in the special district for urban regeneration, more efforts have been made corresponding to the growing social demand for "disaster prevention, preservation of the environment" together with a stronger emphasis on efforts for soft sides such as "facilities for regional contributions." However, no certain relation is observed between the contributions and real estate values due to contribution when we compare the contributions of projects provided with the same real estate value. Non-statutory prior consultation conducts the actual screening for evaluation of contributions and determination of real-estate values to be provided. Due to this, insufficient fairness of deregulation and deficient security of fairness have been pointed during the screening procedures following official proposals. |
