Zusammenfassung:The design description and characteristics of a 14-layer scintillation spectrometer for meson recording are given. The results from testing the spectrometer, calibrating it with cosmic-ray particles, and using the particle beams at energies reaching 1 GeV are presented. The spectrometer design is based on flat scintillation plates glued with wavelength-shifting optic fibers.
