On the absence of rotational levels for JπK = 0+02 and 2+22 nonrotational states in 164Dy and 166Er

Various reasons for the absence of rotational levels for J π K = 0 + 0 2 and 2 + 2 2 nonrotational states in 164 Dy and 166 Er are considered. Preference is given to the effect of the excitation of an anharmonic two-phonon state in pair vibrations of the superconducting type.
