While the shortage of good-quality licensed childcare has been an important issue for years, a major shift has occurred in that the poor treatment of childcare workers is now drawing attention. However the authors find that pressure to hold down costs and end private sector participation will make it difficult to improve employment conditions or maintain quality of care.
